Barking Dog and Neighbors or Landlord: What to Do

If a neighbor tells you your dog is barking
- Listen and say thanks. The AKC points out that people who are away all day may not know their dog barks. Ask what times it happens. Don't get defensive.
- Find out what is really happening. The AKC's guide to dogs home alone recommends a pet camera or barking monitor app to see what is going on. Our barking quiz can help sort the cause.
- Fix the cause, not just the noise. Boredom, being left alone, and territorial barking at passersby are the usual causes the AKC lists. Exercise before you leave, puzzle toys, blocking the view and white noise all help. See barking when left alone and barking at the door.
- Promise something specific. Tell your neighbor what you're trying and when you'll check back. Concrete steps go over better than "I'll try."
- Don't reach for a quick device. See what the research says about bark collars, and what actually works fast.
How noise rules differ: three real examples
| Place | What its page says |
|---|---|
| Columbus, Indiana | Barking must be continuous for more than 20 minutes to be actionable. The first complaint can be anonymous; officers contact the owner, then may issue citations. Fines increase with each offense, and the witness must be willing to testify if the owner denies it. |
| Brea, California | A nuisance is incessant barking for 30 minutes or more in any 24-hour period, or intermittent barking for 60 minutes or more. Owners get a reasonable period to fix it; citations and fines come after other measures are exhausted. |
| Anacortes, Washington | It is unlawful to allow "frequent, repetitive, or continuous" barking that disturbs the peace of the surrounding area, 24 hours a day. The city asks neighbors to talk to the owner first. |
Pages read on October 31, 2026. Your city or county code is what counts; search its website for "animal noise" or "barking."
Rules and programs also change. For example, Clackamas County, Oregon's page says its barking dog program was discontinued as of November 19, 2025, and that the county instead offers free voluntary community mediation for nuisance barking between neighbors.
If it goes beyond a chat
The AKC describes the usual path for a neighbor: talk first, then a formal noise complaint to the municipality, landlord or HOA. It says the local animal control office may handle barking, that police may issue a warning or citation if given a written record of earlier steps, and that small claims court is a last resort. Keeping your own record of what you've changed (dates, exercise, training, window film) shows you took it seriously.
If you rent
- Read your lease for pet and noise clauses.
- Answer a landlord's notice quickly, in writing, with the steps you're taking.
- Ask about mediation if things get tense. Some counties offer it.
For anything legal, such as a citation or a lawsuit, talk to your city's animal services office or a local attorney.

Take the barking quizCommon questions
How long can a dog bark before it counts as a nuisance?
It depends entirely on where you live. Columbus, Indiana says barking must be continuous for more than 20 minutes to be actionable. Brea, California defines it as incessant barking for 30 minutes or more in any 24-hour period, or intermittent barking for 60 minutes or more. Anacortes, Washington uses wording like "frequent, repetitive, or continuous" with no minutes listed. Check your own city or county code.
Can a neighbor report my dog anonymously?
Sometimes. Columbus, Indiana says a first complaint can be anonymous, and Brea says it keeps complainant information private in the initial stages. Later steps, such as court, may need the neighbor to come forward.
Will I be fined right away?
Not usually in the examples we read. Brea says owners are given a reasonable period to fix the problem, and that citations, hearings and fines come after corrective measures have been exhausted. Columbus says officers first talk to the owner, then may issue citations, with fines that rise for each offense.
My landlord or HOA got a complaint. Is that the same thing?
It is a separate route. The AKC notes that most municipalities, landlords and homeowners' associations have their own noise rules. Read your lease or HOA rules and answer the notice quickly.
A training plan is the lasting fix for a barking complaint.
Brain Training for Dogs is an online course by certified trainer Adrienne Farricelli (CPDT-KA). It uses reward-based games to build focus and self-control, which is what most barking problems come down to. It costs about $47, one time.
